Grants to USA tribes and tribal organizations for crime prevention programs and assistance for girls and women who were victims of crime. Applicants are advised to complete required registrations well in advance of the deadline. Funding is intended to support programs and services to create, maintain, and expand sustainable sexual assault services provided by Tribes, tribal organizations, and nonprofit tribal organizations within Indian country and Alaska Native villages.

Funds under this program must be used to support the establishment, maintenance, and expansion of programs and projects within Indian country and Alaska Native villages to provide intervention and related assistance to those victimized by sexual assault.

By statute, 34 U.S.C. § 12511(b)(2)(C), “intervention and related assistance” includes:

24-hour hotline services providing crisis intervention services and referral.
Accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings.
Crisis intervention, short-term individual and group support services, and comprehensive service coordination and supervision to assist sexual assault victims and family or household members.
Information and referral to assist the sexual assault victim and family or household members.
Community-based, culturally specific services and support mechanisms, including outreach activities for underserved communities.
The development and distribution of materials on issues related to the services described in (1) – (5).

The award period is 36 months. OVW anticipates that the award period will start on October 1, 2021.

At the end of the 36-month award period, grantees may be eligible to receive 24 months of additional noncompetitive funding to continue their projects.

The following entities are eligible to apply for this program.
1. Indian Tribes
2. Tribal Consortiums
3. Tribal Organizations
4. Nonprofit Tribal Organizations

Faith Based and community organizations that meet the eligibility requirements are eligible to receive awards under this solicitation.

In FY 2021, OVW will accept applications for this program from eligible applicants that did not receive an FY 2019 or FY 2020 TSASP award. All FY 2021 applications will be processed as new awards. Recipients of an FY 2019 or FY 2020 award under this program are not eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2021 proposal. Likewise, an organization that is a partner/subrecipient on an FY 2019 or FY 2020 award is not eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2021 proposal.

The costs associated with the activities listed below are unallowable and must not be included in applicants’ budgets.
1. Lobbying.
2. Fundraising.
3. Purchase of real property.
4. Physical modifications to buildings, including minor renovations (such as painting or carpeting).
5. Construction.

Pre-proposal Conference:

OVW will conduct an interactive optional web-based pre-application information session, and will post the session on its website. During this session, OVW staff will review this program’s requirements, review the solicitation, and allow for a brief question and answer period.

The session is tentatively scheduled for February 9, 2021.

Participation in a pre-application information session is optional and not a requirement to be eligible to apply.

Pre-Application Information:

Applicant Actions with Required Dates/Deadlines:
- Obtain a DUNS number by March 4, 2021.
- Register with SAM by March 4, 2021.
- Register with Grants.gov by March 4, 2021.
- Submit Letter of Intent by March 4, 2021.
- If necessary, request hardcopy submission by March 11, 2021.
- Submit the SF-424 and SF-LLL in Grants.gov as early as possible, but no later than 24 – 48 hours prior to the Grants.gov deadline.
- Register the Entity Administrator and the Application Submitter with JustGrants as early as possible but no later than 48-72 hours before the JustGrants deadline.
- Submit the complete application package at least 24 – 48 hours prior to the JustGrants deadline.

Applicants are strongly encouraged to submit a non-binding Letter of Intent by March 4, 2021. Interested applicants who do not submit a Letter of Intent are still eligible to apply.

To submit an application, all applicants must obtain a Data Universal Number System (DUNS) number and register online with the System for Award Management (SAM) and with Grants.gov. To ensure sufficient time to complete the registration process, applicants must obtain a DUNS number and register online with SAM and with Grants.gov immediately, but no later than March 4, 2021.

Applications for this program will be submitted through a new two-step process: (1) submission of the SF-424 and SF-LLL in Grants.gov and (2) submission of the full application including attachments in the Justice Grants System (JustGrants). Submit the SF-424 and SF-LLL as early as possible, but no later than 24 – 48 hours prior to the Grants.gov deadline.

Applications submitted after 11:59 p.m. E.T. on March 18, 2021 will not be considered for funding.

OVW anticipates notifying applicants of funding decisions by October 1, 2021.
