Grants ranging from $2,500 to $18,000 to Missouri public libraries to replace, enhance, or add new equipment, hardware, or software in order to improve network infrastructures. Funding is intended for short-term projects to replace older technology or to purchase new technology with the goal of improving library services.

Highest priority will be given to libraries:

  • At risk of imminent failure of the library’s network
  • Replacing software systems that are no longer supported, and/or 
  • Implementing a project identified through the Edge Assessment Program.

Priority will also be given to libraries:

  • Installing systems to manage public access to workstations or printing
  • Installing wireless access equipment with built-in report capabilities
  • Replacing or updating computer training labs
  • Improving access to library materials to persons with disabilities 
  • Adding computers that can be reserved for extended periods of time (minimum of three hours) for use by patrons taking job-related training, online courses, or required certification testing    

Allowable expenses include, but are not limited to:

  • Computers, printers, and peripherals for staff or public use. Request in the Supplies Category if per unit cost is under $5,000; request in the Equipment Category if $5,000 or higher per unit cost
  • E-Commerce devices; but any program income earned during the grant period must be put back into the project. 
  • Network equipment, such as servers
  • Network, operating, time and print management, assistive, and office software. Request in the Services and Software Category.
  • Specialized technology for public use, such as early literacy stations, assistive devices, digital reader/printers, or self-checkout stations. Request in the Supplies Category if under $5,000 per unit cost; or in the Equipment Category if $5,000 or higher per unit cost
  • Furniture for handicapped-accessible workstations
  • Publicity for the project including paid advertisements and printing costs
  • One-time services such as wiring, training, and installation charges including travel costs. When the total cost for a service is $3,000 or more, a cost comparison is required.
  • Costs for temporary or additional hours for part-time staff to plan and implement the project or for training purposes
  • Indirect costs at the federally negotiated rate for your institution (10% of LSTA cost is the default).

The maximum amount that may be requested is $18,000; the minimum amount is $2,500.

Term of Contract:

The project should be able to be completed within a five-month time frame. The grant period runs from March 1, 2020 to August 15, 2020.

Additional Eligibility Criteria:

This grant is open to public libraries certified to receive state aid.

Common unallowable costs include:
- Office equipment, such as faxes and telephones
- Refurbished computers/technology
- Website design or redesign
- RFID Tags
- Security gates
- Electronic signage of a general nature
- Remodeling and construction costs
- Paying staff costs for regular work hours
- Equipment and technology for new facilities that are less than 80% complete at the time of application
- General supplies such as printer paper, ink cartridges, or toner

Pre-Application Information:

Applications are due January 3, 2020 (emailed, faxed, postmarked or hand-delivered). Awards will be announced February 14, 2020.
